If your game is installed in the default location inside the junkies client install folder , then then acf file will be in steamapps folder - Its complete name is appmanifest_730.acf ........If it is installed in any other location then it will inside the counter strike install folder / a meaningless folder name / . You can search by doing this *.acf    .,.,.,.,  You have to open it using notepad and then edit the values as written in the guide

Delete the acf file and retry ,.,., it is problem of the acf file , you can totally control what amount you have to download in the acf files ,., And to fix the acf file it needs to be deleted

@interisti123 , I don't know why you can't update but I can't upload the updates on the net , my upload speed is too shit , and smartplay i don't think he'll upload the updates since he made the client just so that he won't have to upload the files himself

You can still resume after timeout's and btw it is not your or the client's fault . The error is because of shit steam servers

in my country (indonesia),,internet use quota. my quota is 3 gb..3gb not enough to update it. coz twice my update was fail in 90%.. ;(

Hmm that is not implemented. You can do that by using srcds. Just type srcds in google and open the first site.

hldsupdatetool doesnt work anymore for counter strike source ... css isnt listed in the games list anymore ...
i have the junkies srcds which worked till patch 61 of css junkies, but i wanted the srcds now for the updated css :(

Then use SteamCMD. It supports all steampipe games including CSS.

google SteamCMD or search this forum there are tutorials about using it.
