SteamCMD is used mostly to download dedicated server files of many Source games. Check this link to see what games are supported: https://developer.valvesoftware.com/wiki/SteamCMD

 

If you purchased CS:GO via Steam, yes, you can download the game using SteamCMD, just open it and type the following commands:

login <username> <password> 

This is the account which you used to buy CS:GO, after logging in, you'll be asked for Steam Guard code (if you have Steam Guard enabled), check your email and enter it. Then type:

app_update 730 validate

After the download finished, type "quit" and Enter to exit steamcmd.

I think that you don't have to have bought the game to use SteamCMD.

If you have downloaded the game using the client , you can use that . If not then I think you can resume since it also has acf file

Yes he can he just need to start SteamCMD, it will check the downloaded files, and it will download the other files that they haven't been downloaded :D

In the screenshot below, I tried to download Skyrim, CS:GO and CS:S and got "no subscription" error. <-- no license.

You can only download valve servers with anonymous. You can't download games.
