I used to play CS 1.6 with my friends on LAN, when starting a new game, it had options like max players, no of bots, etc. But CS:Go has no such options. Where I can configure them, if anywhere at all?

Yup, now in cs go aren't any server propeties... Only way to change something on your server is enter in console some commands.

On bots there is an command: bot_quote 1 (or 0 if u don't want them)

maxplayers 16 (it's setting maximum players on server now 16)

Thanks for that. But does entering them in console save them? Or I have to enter every time?

And there is that problem... You have to always enter it, but there is solution. In your game folder is a file that you can edit, then u should't edit every time your server parameters by console, but i don't know what it's file. I'll search it, then i'll say what it's a file.
